MALAYSIA | New customs requirements (JKDM – K4 manifest) – Go live date; October 1st 2026

Dear Valued Customer,

In light of the Royal Malaysian Customs Department’s (JKDM) new directive regarding the submission of Customs Manifest (K4) for cargo discharged and loaded at Malaysian ports, we are reaching out to provide you with the latest updates on the implementation of the new customs requirements. 

Effective from October 1st , 2026 only the cargo that has been properly declared and registered in the Customs Manifest may be discharged, loaded, FROB, or processed through all Malaysian ports.

Hence, a NO MANIFEST = NO LOADING/NO UNLOADING rule in force. 
Failure to declare the cargo accurately and within the required timeline may result in: 

    Cargo not being permitted for discharge at the destination port, 
    Cargo remaining on board the vessel (ROB), 
    Delays to cargo delivery and customs clearance, 
    Additional operational costs arising from late or inaccurate manifest submissions*, 
    Potential customs enforcement actions under the Customs Act 1967, including containers on hold, customs inspections.

*Any costs incurred shall be borne by the Customer if they have not duly and timely submitted the SI. 
To ensure smooth cargo movement, please be strongly advised to: 

        •    Submit complete and accurate Shipping Instructions (SI) and ensure Bill of Lading (B/L) creation in compliance with Malaysian import requirements, before proceeding with container gate-in or handover formalities at the Port of Loading (POL) / Place of Receipt (POR) in India.

        •    Ensure all B/L details are checked and finalized before the manifest deadline of 48 hours prior to vessel arrival in Malaysia.
